Devon Children’s Trust
The Devon Children’s Trust is the partnership vehicle that brings organisations together to implement the Every Child Matters (ECM) agenda. ECM is a new approach to the well-being of children and young people from birth to age 19.
It places better outcomes for children firmly at the centre of all policies and approaches involving children’s services. These outcomes are: Be healthy; Stay safe; Enjoy and achieve through learning; Make a positive contribution to society and Achieve economic well-being.
The Devon County Council (DCC) Director of Children and Young People’s Services is responsible for establishing and leading the co-operation with partners, including public, private, voluntary and community organisations, to create a shared vision and improve outcomes for children and young people. DCC also has a lead member to take responsibility for children’s services. The Devon Children’s Trust Board provides strategic leadership and is accountable for the implementation of the Devon Children and Young People’s Plan. The Board meets bi-monthly and from July is open to the public, whilst The Executive monitors the implementation of the Devon Children and Young People’s Plan. The Chair of the Devon Children’s Trust is also called the ‘Children’s Champion’ and as such is in a unique position to represent children, young people and their families.

Safer Devon Partnership
Purpose, Aim and Structure:
The Safer Devon Partnership is a sub-group of the Devon Strategic Partnership (DSP) which aims to ‘work together to enable the people of Devon to feel and be safe in their homes and communities’.
The Safer Devon Partnership has just been restructured to comprise an Operational Group whose overall purpose is to be accountable to the DSP for the outcomes in the Sustainable Communities Strategy that relate to creating a safer Devon. Its membership includes Senior Officers from Police, Probation, Primary Care Trust, Local Authorities, Fire and Rescue, Devon Partnership Trust, Local Criminal Justice Board, Youth Offending Team, and the voluntary and community sector (VCS). This group meets at least quarterly.
There is also an Executive Member Group made up of ‘member’ representation from a number of these organisations whose overall responsibility is to provide political and community leadership in implementing the requirements of the Crime and Disorder Act review, approving the Devon Community Safety Agreement, agreeing the overall allocation of resources in line with the agreement, and receiving regular reports from the Operational Group. This group meets at least twice a year.

Devon Strategic Partnership
The Devon Strategic Partnership comprises public, private, voluntary and community sector organisations, all working together to improve the quality of life for those who live, work in and visit Devon. Their focus is on delivering real improvements to the issues that matter most to the people of Devon; working towards a joint aim to be “a County with safe, healthy and inclusive communities, a strong and diverse economy and a cherished environment”.

Devon Futures Group (DSP)
The Devon Futures Group aims to maximise opportunities for increasing sustainability and encouraging synergy between DSP themes. The group does some ‘blue sky’ thinking about futures, trends and consider what these mean for Devon. It intends to work towards monitoring and measuring progress towards balanced sustainability. The responsibility for delivery of the actions remains with the theme groups. Sustainable Devon makes recommendations to the DSP Partnership Board, the Delivery Board and theme groups.

Stronger and Inclusive Communities Partnership
The Stronger and Inclusive Communities Partnership (SIP) aims to provide leadership issues relating to stronger communities and social inclusion arising from the Devon Sustainable Community Strategy (SCS) and Local Area Agreement (LAA).
It is accountable to the Devon Strategic Partnership (DSP) and will report to the appropriate theme group of the DSP which in turn report to the DSP delivery Board.
The SIP will promote the outcomes and priorities agreed through the SCS and LAA and will develop understanding and focus actions within Devon to promote strong and inclusive communities.
The SIP will support other streams of SCS work by identifying linkages across programmes of work and by identifying areas of other themes which contribute to SIP objectives.
